Mike Tierney is the George and Mary Hylton Professor of Government and International Relations at the College of William & Mary, and co-directs the Institute for the Theory and Practice of International Relations. His interests include international organizations, international relations theory, political economy of development and institutions, and foreign aid.
Raj M. Desai is Associate Professor of International Development at the Edmund A. Walsh School of Foreign Service and in the Department of Government at Georgetown University, and a Non-resident Senior Fellow at the Brookings Institution. He is a specialist on problems of foreign aid and international development, and has authored articles on economic reform, entrepreneurship, and poverty alleviation in a variety of journals, including the American Political Science Review, Economics and Politics, and the Journal of Comparative Economics.
