Mike Tierney is the George and Mary Hylton Professor of Government and International Relations at the College of William & Mary, and co-directs the Institute for the Theory and Practice of International Relations. His interests include international organizations, international relations theory, political economy of development and institutions, and foreign aid.

Background

Andrew W. Horowitz is Professor of Economics at the Sam M. Walton College of Business at the University of Arkansas. Dr. Horowitz has served as an analyst for the Congressional Budget Office, been a Fulbright Scholar in Brazil (FGV-Rio), consulted for The Inter-American Development Bank, and accompanied and advised a U.S. Congressional trade mission to Brazil. He has published articles in The American Economic Review, The International Economic Review, The Journal of International Economics, The Journal of Development Economics, and many other journals. He holds his PhD from the University of Wisconsin-Madison.
