Summary
Julie is the Program Manager for AidData's Chinese Development Finance Program. She oversees the implementation of data collection activities for the enhancement and expansion of AidData’s Global Chinese Development Finance (GCDF) dataset. Additionally, she supports the team through the preparation of research proposals, design, implementation and monitoring related to the collection and analysis of data on Chinese development finance activities.

Background
Julie began her career at the International Republican Institute (IRI) in Washington, DC where she worked on Monitoring, Evaluation, and Learning (MEL) efforts for a multitude of USG funded programs in Asia-Pacific, Middle East and North Africa, Latin America. After nearly three years at IRI, Julie left to pursue her Masters in Contemporary Chinese Studies at Oxford—returning to her academic roots in Chinese politics, language, and culture. While attending the University of Oxford, Julie researched the modern history and subsequent epistemological injustice of mainland China's lesbian community. Now, Julie has joined AidData’s Tracking Underreporting Financial Flows (TUFF) team as a Program Manager, encapsulating her professional and academic aspirations to utilize rigorous qualitative and quantitative data collection and analysis to engage with Chinese politics and economics in an informed, objective manner.
