AidData is a dynamic partnership that draws upon the complementary expertise of institutional partners from the academic, nonprofit and technology sectors. Our team of staff, students and affiliated researchers work together in locations across the country and around the world towards a common mission. We seek to make data on international development more accessible and usable for everyone.

Executive Directors

Nancy McGuire Choi
Co-Executive Director

Nancy is the Co-Executive Director of AidData, and is the Senior Director of Operations at Development Gateway, responsible for the management and strategic direction of DG's programs in over 30 countries.  Nancy has extensive experience leading aid management projects and working with governments and donors around the world. Previously, Nancy monitored and responded to natural disasters and humanitarian emergencies for USAID's Office of U.S. Foreign Disaster Assistance.  She holds an MS in Foreign Service from Georgetown University and a BA from Harvard University.

Brad Parks
Co-Executive Director

Brad Parks is Co-Executive Director of AidData and Research Faculty at the College of William and Mary's Institute for the Theory and Practice of International Relations. He previously administered the Millennium Challenge Corporation’s annual country selection process and managed anti-corruption and judicial reform programs in Indonesia and the Philippines. He is also an author of several books and articles on aid allocation, aid effectiveness, and development theory and practice. Brad holds a BA in International Relations from the College of William and Mary, an MS in Development Management, and is completing a PhD at the London School of Economics and Political Science.

Dina Abdel-Fattah
Project Manager

Dina, an Associate with Development Gateway, serves as a Project Manager at AidData. Dina served as AidData’s Geocoding Aid Management Fellow in Nepal, and was previously a project manager at the DESERTEC Foundation. Dina holds a master’s degree from the University of Amsterdam and a B.A. in International Relations from the College of William & Mary.

Sharif Ahmed
Data Classification Associate

Sharif is a consultant with Development Gateway, and a Data Classification Associate for AidData. His responsibilities include activity coding of different projects into categories, arbitration, and geocoding of aid projects. He received his MBA in Business Administration from BRAC University with a major in Finance. Before working for AidData, Sharif worked for M2SYS Technology, an American Biometric software company, as a Pre-sales and Marketing Officer.

Farhana Akter
Data Classification Associate

Farhana is a consultant with Development Gateway, and serves as a data classification associate on AidData's Bangladesh Team. She contributes to AidData's data coding, arbitration and geocoding efforts. Farhana received a Masters and a B.A. degree in English, and has over 6 years of experience in the non-profit sector.

Catalin Andrei
Steering Committee Member

Catalin sits on AidData's Steering Committee, and is Development Gateway’s Director of Information Technology where he provides technical oversight and guidance for AidData. Catalin’s role is to ensure the successful execution of Development Gateway and AidData’s missions through development and deployment of information and communications technologies. Catalin has a Master’s degree in Engineering from the Institut National des Sciences Appliquées in Lyon, France.

Benjamin Arancibia
Technical Associate

Ben is a Technical Associate at Development Gateway and brings his research, data analysis, and GIS development knowledge to AidData, working on various parts of the HESN award. He joins from an IT Consulting company where he focused on GIS and Database Development for various United States Government Agencies. Ben was a former AidData Research Assistant at William and Mary where he received his BA in International Relations and Environmental Science and Policy.

Mandy Badamkhand
Junior Project Manager

Mandy Badamkhand is an AidData Junior Program Manager and Research Associate. She oversees AidData’s work with non-traditional donors and assists with communications and academic outreach. She also manages day-to-day data collection, coding, and arbitration activities and mentors research assistants in data management and independent research. Mandy holds a BA in International Relations from Brigham Young University and a BBA in Industrial Economics and Management from the University of Business and Economics of Mongolia.

Caroline Bergeron
Partnerships Associate

Caroline Bergeron is a Partnership Fellow and supports the Director of Strategic Partnerships at AidData. Her responsibilities include developing partnership opportunities and business development collateral publications. In addition to being a member of the AidData team, Caroline is pursuing a certification in mediation in Virginia. She holds a BA in Psychology from the University of Virginia.

Mauricio Bertoli
Software Developer

Mauricio is a software developer who has been working with Development Gateway since 2009. He has extensive experience with in-country aid systems and the creation of visualization dashboards. Mauricio has participated in country missions in Guinea-Bissau, Senegal and Honduras. He has 5 years of software development in Argentina.

Samantha Custer
Director of Comms. & Policy Outreach

Samantha is the Director of Communications and Policy Outreach for AidData. She has co-authored World Bank papers on open data and citizen feedback with the Open Development Technology Alliance, and assisted former US Secretary of State Madeleine Albright to teach a class on foreign policy. Samantha previously advised on multilingual education policy with SIL International and coordinated the advocacy efforts of the Asia Multilingual Education Working Group for UNESCO. She holds a dual masters in Foreign Service and Public Policy from Georgetown University.

Kellie Daniels
Project Manager

Kelly oversees the grants and budget for the Political Economy and Development Lab at Brigham Young University. She received an MPA from the University of Utah and a BA in psychology from the University of Utah.

Taryn Davis
Project Manager

Taryn is an Associate with Development Gateway, primarily focused on the Aid Management Program, and she serves as a Geocoding Project Manager for AidData. Previously, she was an Aid Management Fellow in Laos, worked with DG’s communications team, and worked for the American Red Cross as the Service to Armed Forces Coordinator. Taryn received her bachelor’s degree from Brigham Young University.

Albert Decatur
Geospatial Database Analyst

Albert is AidData's Geospatial Database Analyst. He has taught workshops in open source GIS and has experience in database management, as well as systems and network administration. Albert’s past projects include creating the methods to map 4.5 billion pixels worth of land-cover for suburban Boston, measuring vegetation damage due to natural disasters and creating a database of historical Russian weather. Albert received his BA in Geography from Clark University.

Diego Dimunzio
Software Developer

Diego is an IT Consultant with Development Gateway and  a software developer for AidData. Diego specializes in GIS application development, and has developed software for the Aid Management Platform (AMP), AidData, and external clients. Diego has 15 years of experience in web development, has worked in the Democratic Republic of the Congo, Honduras, Burkina Faso, Malawi, Haiti, Burundi, Liberia and Madagascar, and manages the AMP in Honduras.

Sebastian Dimunzio
Software Development Team Lead

Sebas is an IT Consultant with Development Gateway, and serves as the Team Lead for AidData’s software development team and architect for the AidData.org portal and other client applications. Previously, he developed software for the Aid Management Platform (AMP) at Development Gateway, working in Bolivia, Malawi, Madagascar, and DRC. Sebastian has more than 14 years of experience developing software and has worked with Gedas / T-Systems, Motorola Argentina, and other local enterprises.

Ionut Dobre
Software Developer

Ionut is an IT Consultant with Development Gateway, and works as a software developer on AidData. He has worked on implementing the mobile version of the Teamworks Application and dgMarket, an open procurement system tracking with more that $1 trillion worth of procurement notices. He holds a M.Sc. degree in computer science and also was a teaching assistant for 'Mobile Software Development' course.

Carrie Dolan
College of William and Mary

Carrie is the Global Health Technical Grant Writer for AidData and a Research Fellow in Public Policy at the College of William and Mary. Carrie has over 10 years of experience using spatial tools such as geographic information systems and global positioning systems. She has written several articles on utilizing geocoded data to examine health outcomes and has advised projects in Africa and Latin America. Carrie holds an MPH from Tulane University and is pursuing her PhD in Health Care Policy and Research at Virginia Commonwealth University.

Rachel Eddington
Project Manager

Rachel is the AidData Project Manager at Brigham Young University. She is responsible for the administration of AidData team and data quality at BYU. Prior to joining AidData, she worked as the Assistant Program Manager at the Yellowstone Association, and taught sociology at Westminster College and the University of Utah. Rachel holds BS and MS degrees in Sociology from Brigham Young University. She holds a Graduate Certificate in Demography from the University of Utah.

Fernando Ferreyra
Software Developer

Fernando is a software developer for AidData, specializing in data visualization and dashboard development. Fernando has worked for Development Gateway on the Aid Management Platform (AMP) in Bolivia, Burundi, Cook Islands, Honduras, Mozambique, Nepal, Nicaragua, and Uganda. Fernando has more than ten years of software development experience.

Daniel Gamboa
Visiting Research Associate

Daniel is a Visiting Research Associate at AidData. His responsibilities include research and collaboration with emerging development partners. Daniel holds a BA in International Relations from Fray Bartolome de las Casas University, and an MA in International Development Cooperation from Instituto Mora in Mexico.

Josephine Garcia
Financial & Business Analytics Manager

Josephine is AidData’s Financial and Business Analytics Manager, where she develops and analyzes information to assess the current and future financial status of the project. She previously worked as a Program Cost Control Analyst responsible for managing program’s financial operation, coordination of annual cost proposals, and contract administration. Josephine attended minor studies at the University of Santo Tomas, and received her BA in Business with a concentration in Accounting from Saint Leo University with honors.

Vanessa Goas
Field Operations Manager

Vanessa is the Field Operations Manager for AidData's HESN award, where she oversees in-country data collection, capacity building, and the the Aid Management Fellowship program. Vanessa has managed the implementation of aid management systems in Kosovo, Moldova, Honduras, Nicaragua, and Mozambique. Vanessa has a MA in International Affairs from the Elliott School of International Affairs at George Washington University and a BA from the University of Miami.

Brian Hammond
Senior Advisor

Brian is the Senior Advisor to Development Gateway and AidData, advising on the OECD partnership. Brian previously chaired the IATI Technical Advisory Group and Aid Effectiveness Steering Committee,.He was formerly Head of the Statistics and Monitoring Division in the OECD-DAC Secretariat and worked for the UK Department of International Development, as a statistician and then as head of information systems. He holds a BA in economics and statistics from Exeter University.

Nazmul Hassan
Data Classification Associate

Nazmul is a consultant with Development Gateway, and serves as a data classification associate for AidData. His primary responsibilities include data classification and categorization, arbitration of data discrepancies, and geocoding aid projects. Nazmul completed his BBA in Marketing and Finance, and is currently pursuing his MBA in Marketing from BRAC University.

Jessica Hogstrom
Research Manager

Jessica is the Research Manager with AidData, serving as AidData Research Consortium’s (ARC) principal point of contact. Previously, she served as the Chief Operating Officer at the WomanStats Project, and worked with the Worldwide Organization for Women as a Global Education Opportunity Intern in Geneva, Switzerland. Jessica received her MS in Public Policy and BA in Economics from Brigham Young University.

Dustin Homer
Project Manager

Dustin is an Associate with Development Gateway, involved in developing a results-based management information system, and he serves as a Project Manager for AidData. Prior to Development Gateway, Dustin worked on impact evaluations with US-based evaluation firm Social Impact and co-founded a Haiti-based community development NGO. Dustin has published peer-reviewed research on education-aid effectiveness, and managed a groundbreaking randomized controlled trial on international law.

Gabriel Inchauspe
Software Developer

Gaby is an IT Consultant for Development Gateway, and serves as a software developer on the AidData program. He has over 10 years of experience as a systems engineer and analyst, has worked on DG’s Aid Management Platform (AMP) in Togo and Madagascar and performed a technical assessment in Cape Verde. He previously worked for Gameloft, Vates S.A., Promecor S.A. and All Technology, among others. He holds degrees as both a systems engineer and systems analyst from Universidad Tecnologica Nacional.

Rimal Kacem
Project Manager

Rimal is an AidData Project Manager, and Advisor with Development Gateway's affiliate in Brussels, Development Gateway International. In addition, Rimal is focused on the Aid Management Platform and business development, and previously worked as an Aid Management Fellow in Kosovo. Before joining Development Gateway, she was a Junior Professional Associate at the World Bank in the Middle East and North Africa Financial and Private Sector Department. Rimal received her bachelor's degree in Economics from Harvard College.

Galina Kalvatcheva
User Interface Developer

Galina is an IT and design consultant with Development Gateway, and serves as a front-end web developer for AidData. Her expertise are HTML, CSS, JavaScript, JQuery and WordPress combined with strong knowledge of PHP, Drupal, and Java.  She has deep understanding of design, user experience, application development and implementation, and possesses robust management experience. Galina's role includes providing multiple forms of support, communication and production assistance.

Ellie Kaufman
Communications Associate

Ellie is a Communications Associate at AidData. She works on the communications and policy outreach team providing content generation support, managing social media accounts, and contributing to public outreach. She holds a BA in English and Hispanic Studies from the College of William and Mary.

Rebecca Latourell
Policy Outreach Specialist

Rebecca is AidData's Policy Outreach Specialist. She holds an MPA from New York University, where she specialized in policy analysis and international development. Prior to earning her Master’s degree, Rebecca worked in communications and marketing, and she has experience coordinating high-level events and with diverse stakeholders and audiences, including product launches, trade shows, and the Leading Large Scale Change Executive Briefing Series. She has a particular interest in food security and served as a graduate intern in USAID’s Bureau for Food Security where she helped establish the strategic review process for Feed the Future focus countries. Rebecca holds a BA in History with Honors from the University of Washington.

Zhonghui Lv
Geospatial Assistant

Zhonghui is a GIS research assistant at AidData. She has successfully worked on complex GIS related projects involving spatial analysis and management of geospatial database. Prior to joining AidData, she worked as a programmer for Idrisi, a geospatial software for earth system. Zhonghui holds a MS in GIS and a MS in Environmental Science and Policy from Clark University.

Althea Lyness
Special Assistant

Althea Lyness is the Special Assistant to AidData’s Co-Executive Director at the College of William and Mary. Her responsibilities include support to strategic communications, program management, and policy outreach. She holds a BA in Public Policy from the College of William and Mary and was previously an AidData geocoding intern.

Liliana Mercado
Technical Associate

Lilliana is a Technical Associate for AidData, and  has over 10 in the software industry. She has extensive experience in various techincal  different roles and activities; including: functional analyst, process auditor, and tester. For the past 2 years, Lilliana worked to improve and audit the technical processess of major software development companies in Argentina.

Software Developer

Gerald is an IT consultant at Development Gateway, working as a software developer for the AidData. Previously, he developed mobility solutions for various organizations. He holds a BS in Computer Science from Maseno University (Kenya).

Doug Nicholson
Project Manager

Doug is an AidData Project Manager and manages all data collection, coding, cleaning, and arbitration activities at AidData’s William and Mary campus. He also facilitates independent research and student-faculty research opportunities for more than 40 AidData student research assistants and interns. He holds a BA in Economics and Neuroscience from the College of William and Mary.

Daniel Nielson
Chief Social Scientist

Daniel is AidData's Chief Social Scientist at the College of William and Mary and Director of the Political Economy and Development Lab at Brigham Young University, where he is also Associate Professor of Political Science. He is a co-founder of AidData. Dan'ss research focuses on international development, foreign aid, the control of corruption, international organization, and international law. He specializes in the use of transnational field experiments to learn about causal effects in political economy.

Angela O'Neill
Consultant

Angela is a Business Analyst Consultant for AidData’s internal system.  She serves as the link between AidData’s information technology capabilities and its organizational objectives. Angela was a project manager for AidData from 2010-2012. She holds a MS in Public Policy and a BA in Political Science from Brigham Young University.

Emanuel Perez
Software Developer

Emanuel is a software developer working on several projects for Developmenet Gateway who has experience with various programming languages. He previously worked in Motorola, HP, Nimbuzz and as a consultant in Malaysia and Belgium. He holds a Systems Engineer degree from Universidad Teconologica Nacional.

Charles Perla
Research Associate

Charles is a Research Associate at AidData. He oversees AidData’s project to track Chinese development finance to Africa. He holds a BA from the College of William & Mary in International Relations.

Aldo Picca
Software Developer

Aldo is an IT Consultant for Development Gateway, and works as a software developer on the AidData program. Aldo has over twelve years of software development and project management experience using a variety of technology solutions (JAVA, .NET, PHP). He holds a degree in systems engineering from the Universidad Tecnologica Nacional in Córdoba, Argentina, and is currently pursuing his MBA.

Joshua Powell
Innovation Team Manager

Josh manages the Innovation Team for USAID's HESN Award, which includes scoping and managing IT programs for coding, sharing, visualizing, and analyzing data; developing in-country pilots using the latest technology; and supporting the technical needs of the Field Operations team. Josh has managed and supported teams and projects in Nepal, Tunisia, Malawi, Senegal, Haiti, and Argentina. He holds a MS in Public Policy from Brigham Young University and a BS in Finance from the University of Baltimore.

Brooke Russell
Consultant

Brooke is a Non-DAC Research Consultant with AidData focused on non-traditional donor relations.  She overseas work with the Joint United Nations Programme on HIV/AIDS (UNAIDS) related to collecting development cooperation from non-traditional donors, focused on addressing HIV/AIDS.  Previously Brooke was a project manager for AidData from 2009-2011.  She holds a MA in Public Affairs from the University of Texas in Austin and a BA in Political Science and Business Administration from Brigham Young University.

David Rust-Smith
Software Developer

David is a software developer on the AidData team working on dashboards and the CMS. He grew up in Malawi and Nepal and has always been passionate about the role of technology in international development. With a B.CS from the University of Waterloo David has worked in a variety of roles; from program manager at Microsoft to founder and developer at a tech based social enterprise.

Vanessa Sanchez
Project Manager

Vanessa has a Master’s degree in Telecommunications and Computers from The George Washington University. After working for 5 years at the World Bank in DC, she moved back to Senegal. She has been with DG since 2008 and has 5 years of experience working in 6 countries implementing aid information management systems.

Owen Scott
Project Manager

Owen brings four years of field experience in Sub-Saharan Africa as an Associate with Development Gateway and as a Geocoding Project Manager on AidData. Most recently, from 2009-2012, Owen worked on planning and results tracking in Malawi, Swaziland, and Lesotho with Engineers Without Borders Canada. Owen has a BS in Civil Engineering from the University of New Brunswick and a graduate certificate in GIS from Penn State.

Stepan Semenukha
Analyst

Stepan is responsible for IT systems planning and administration. He designed and implemented DG's migration to private cloud infrastructure. Stepan has worked in system administration and management in Ukraine, and holds a Master's degree in State and Public Administration from Moscow State University, Russia.

Troy Shepley
Junior Project Manager

Troy Shepley is a Junior Project Manager at AidData. He oversees the media-based data collection (MBDC) on Chinese aid to Africa and manages fifteen student research assistants in data collection and arbitration. Troy facilitates gathering information on non-DAC agencies and helps with grant writing. He holds a BA in International Relations with an East Asian emphasis from Brigham Young University.

Pranay Sinha
Non-DAC Manager

Pranay Sinha is a Non DAC Manager and Research Fellow at AidData. He previously worked as a principal investigator of a DFID funded research focused on the compatibility of IATI with South-South Cooperation. He also has a decade long experience of managing ODA projects in India. Pranay’s overall role is to ensure the successful execution of AidData’s data collection initiatives and applied development research projects related to Non DAC providers of development finance. Pranay holds a MS in Aid Management from the University of Birmingham of UK, Post Graduate Diploma (MA) in Rural Development from the Xavier Institute of Social Services of India and Certificate in Development Diplomacy from the Diplo Foundation of Malta and is pursuing a doctoral degree from the University of Birmingham.

Ernesto Soliani
Software Developer

Ernesto is a software developer working on AidData for Development Gateway. He is experienced with various programming languages and paradigms, oriented to research, and is object oriented designer and requirements analyst. He has more than 8 years of experience developing, designing and implementing large development software applications at Motorola, HP, and Nimbuzz. He holds a Systems Engineer degree from Universidad Teconologica Nacional.

Alena Stern
Program Manager

Alena is AidData's Program Manager for the USAID HESN award, whose portfolio includes donor relations, program management, and monitoring and evaluation. Prior to joining AidData, she worked as an Associate at Chemonics International. Alena received her BA in International Relations and Economics from the College of William and Mary.

Scott Stewart
Data Manager

Scott is AidData's Data Manager, and oversees data collection, standardization and quality assurance efforts. He is a technologist with 20 years of experience in a wide variety of fields for various state and federal government agencies, including database design and implementation, data quality and assurance, and scientific data processing. Scott is a Williamsburg native, where you can find him running, working on the family farm, kayaking, catching live music or traveling. Scott has a B.S. in Computer Science from Virginia Tech.

Austin Strange
Research Associate

Austin, an AidData research associate, contributes to AidData's research on Chinese development finance. He is also a researcher at the China Maritime Studies Institute of the U.S. Naval War College. Currently Austin is a graduate student at Zhejiang University studying non-traditional security. He received a BA in Economics and Chinese from the College of William & Mary.

Tarek Taher
Data Classification Associate

Tarek is a consultant with Development Gateway, and serves as a data classification associate with AidData. His responsibilities include defining projects as per their sectors, arbitration of projects, and geocoding of aid projects and their activities. Tarek completed his BBA in Management from Garden City College of Science and Management, and previously worked at Desh Data Processing Limited as Assistant Manager.

David Trichler
Director of Operations

David is Director of Operations at AidData. Previously, David served as Special Assistant to the Chairman of the Joint Chiefs of Staff and to USAID's Chief Economist as a Presidential Management Fellow. He worked as a faculty assistant to Secretary Madeleine Albright, USAID Administrator Andrew Natsios and as a consultant for the World Bank and ExxonMobil Foundation. He holds a MS in Foreign Service from Georgetown University and BA from Brigham Young University.

Rachel Trichler
Senior Program Manager

Rachel is a Senior Program Manager and Monitoring and Evaluation Specialist at AidData. She oversees work with the Canadian Department of Foreign Affairs, Trade, and Development related to nutrition resource tracking, and provides leadership on a range of monitoring and evaluation issues. Previously, Rachel supported monitoring and evaluation activities for the World Bank’s Independent Evaluation Group, Social Impact, and the Millennium Challenge Corporation. Rachel holds a MS in Public Policy from Georgetown University.

Llanco Talamantes
UI/UX Designer

Llanco is a consultant for AidData and a designer with over 20 years of graphic design and branding experience. He developed premiere design projects for HBO, AOL, the NBA, the World Bank and other organizations. Llanco has worked for more than fifteen years in the advertising design, marketing and promotion industry. His most recent expertise has included user interface and experience design for map-driven projects. Llanco’s expertise in transforming information into successful user and brand experiences has earned him numerous awards and accolades. His portfolio of work includes corporate identity, brand redesigns, user interface design, dashboard and info-graphic development, interactive branded micro-sites, mobile application, and e-published interactive books and zines.

Bindu Venugopal
Product Advisor

Bindu is the Senior Manager of Products and Service Development  at Development Gateway, and provides technical guidance and support on AidData. She has a wide range of country experience having worked in Malawi, Tanzania, Uganda, Nepal, Kosovo and Timor-Leste. She holds a graduate degree in software programming and management and a bachelor's degree in electronic and telecommunication engineering from University of Pune, India.

Alex Wooley
Director of Strategic Partnerships

Alex is Director of Strategic Partnerships for AidData. He previously worked as Vice President for Communications and Development at InterMedia and oversaw the start-up of a USAID-funded media development program in Sierra Leone. A former editor of the Georgetown Journal of International Affairs, Alex has written for Public Diplomacy Magazine and The Huffington Post. Alex holds an MA in Security Studies from Georgetown University.

Walter Werner Schneider
Software Developer

Walter is an IT Consultant for Development Gateway, and he serves as the Lead Drupal developer for AidData’s program.  He worked on implementing the design and all the Drupal related features of the site. He implemented highly configurable pages without having the need to go and consult a user manual. Walter has a wide experience in performing various site architecture improvements and optimizations that lead to performance enhancements.
